Primary Services is excited to announce the role of Air Permitting Engineer for a prestigious Global 20 energy company. This role offers the chance to provide critical regulatory expertise and hands-on support across complex operations within a major petrochemical manufacturing environment. The position plays a key role in driving environmental compliance, supporting large capital projects, and partnering with internal teams and regulatory bodies to deliver best-in-class environmental performance.


Responsibilities

  • Coordinate and support air permitting programs, including New Source Review (NSR) and Title V requirements.
  • Prepare and submit permit applications and ensure timely receipt of environmental authorizations for capital and local projects.
  • Oversee environmental aspects of Management of Change (MOC) processes across site operations.
  • Serve as primary environmental liaison for project teams, ensuring regulatory requirements are integrated into project planning and execution.
  • Provide technical expertise on federal and state air regulations, including NSPS, MACT, BACT, and related standards.
  • Manage Title V permit revisions and ensure ongoing compliance with operating permits.
  • Support environmental compliance efforts across non-air media such as water, waste, and groundwater in coordination with subject matter experts.
  • Conduct environmental assessments using systems such as SAI360 and emissions databases.
  • Interface with regulatory agencies and participate in regulatory development processes to influence outcomes and maintain compliance readiness.
  • Deliver environmental training and site awareness programs related to permitting and regulatory requirements.


Qualifications

  • Bachelor's degree in Engineering or a related scientific field.
  • Extensive experience in environmental compliance within a petrochemical or manufacturing facility.
  • Proven experience preparing and obtaining permits under CAA, NSR, PSD, NPDES, and Title V programs.
  • Strong knowledge of federal and Texas air regulations; familiarity with RCRA and TPDES is a plus.
  • Experience working with Environmental Management Information Systems (EMIS).
  • Direct experience interfacing with state and federal regulatory agencies.
  • Proficiency in managing environmental aspects of capital projects and operational changes.
  • Strong technical writing skills for permit applications and regulatory documentation.
  • Ability to analyze complex regulatory requirements and apply them across multiple operational units.
  • Advanced proficiency in English, both written and verbal.
