Project And Grant Accounting Analyst

The Harris County Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres, and several wetlands mitigation banks, including Greens Bayou.

The Harris County Flood Control District is seeking qualified candidates for the Project and Grant Accounting Analyst position, which is responsible for maintaining the financials for the District's assigned grants and projects, which includes reconciling account balances to the County's financial system, analyzing project and grant financial data, preparing and maintaining project and grant financial statements & reports, providing financial accounting for grant compliance, developing, and suggesting strategic financial recommendations as necessary.

Essential Functions and Duties:

  • Monitor the budgets for grants and/or projects, including budget funding and transfers, by utilizing the County and District's financial and project applications.
  • Monitor periodic submittal of substantially completed projects to the Commissioner's Court.
  • Prepare requests for financial funding codes related to grants and/or projects.
  • Prepare financial journal entries and financial reports for assigned grants and/or projects.
  • Review capital assets journal entries, construction work in progress, land purchases, and sales.
  • Prepare reconciliations related to grants and/or project closeouts.
  • Assist with the preparation of interest allocations, periodic allocations related to the collection of impact fees, and preparation of the revenue certification on a quarterly basis.
  • Coordinate the preparation for periodic grant audits performed by the State and other granting agencies.
  • Coordinate and prepare the monthly submission of grant reimbursement requests.
  • Respond to internal and external requests such as those from the County auditor's office, Corp. of Engineers, reimbursement requests, etc.
  • Act as liaison to the Harris County Auditor's Office, Harris County Grants Management Office, the County Budget Office, and other District divisions.
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.
