JOB PURPOSE SUMMARY:
This position is responsible for overseeing all plumbing operations across District facilities, ensuring projects are completed efficiently, safely, and in compliance with regulations.

KEY FUNCTIONS, ESSENTIAL DUTIES, AND RESPONSIBILITIES:
Plumbing Operations Management & Coordination:

1. Oversees the planning, scheduling, and execution of plumbing work, including projects related to boilers, irrigation systems, lift stations, kitchen equipment, and pools.
2. Provides leadership and supervision to Master, Journeyman and Apprentice Plumbers, ensuring compliance with licensing requirements and professional standards.
3. Ensures all plumbing activities are documented accurately, including detailed descriptions of work completed, materials used, and time recorded, utilizing systems such as a computerised maintenance management system (CMMS).
4. Maintains comprehensive compliance records for gas testing, backflow prevention, wastewater management, state boiler inspections, and stormwater systems.
5. Conducts regular inspections of District facilities to assess the functionality, safety, and condition of plumbing systems and equipment.
6. Manages drainage systems, including washout repairs, to ensure proper water flow and prevent disruptions.
7. Accurately estimates materials and equipment needed for plumbing projects and coordinates procurement to ensure timely availability.
8. Oversees inventory management, ensuring stock and non-stock items are well-organized and available for use.
9. Develops and enforces comprehensive preventive maintenance programs, ensuring long-term reliability and optimal performance of plumbing systems.
10. Implements and upholds safety protocols, ensuring compliance with local, state, and federal regulations, including OSHA standards.
11. Supports District safety initiatives by maintaining compliance with standards related to plumbing systems and related infrastructure.
12. Serves as the primary point of contact for plumbing-related emergencies, ensuring 24/7 availability to address urgent issues efficiently.
13. Partners with other maintenance divisions to coordinate cross-functional projects and align with District-wide operational goals.
14. Assists in planning and managing summer work schedules to ensure critical projects are completed on time.
15. Identifies and implements water-saving technologies and practices to promote energy efficiency and environmental sustainability in District facilities.
16. Assists in preparing and managing the budget for plumbing operations, including forecasting costs for maintenance, repairs, and new installations.
17. Manages relationships with external vendors, contractors, and suppliers to ensure quality and timely delivery of services and materials.
18. Recommends and integrates modern plumbing technologies, such as automated water management systems, to improve system efficiency and performance.
19. Conducts quality control reviews of completed plumbing work to ensure compliance with District standards and regulatory requirements. 1
20. Develops and conducts training programs for plumbing staff, focusing on safety protocols, new technologies, and regulatory compliance.
21. Acts as a liaison between the plumbing division and other maintenance departments to ensure seamless coordination on multi-disciplinary projects.
22. Prepares and implements emergency response plans for plumbing-related incidents, such as flooding or system failures, to minimize disruptions.
23. Leads periodic internal and external audits to ensure plumbing systems meet all local, state, and federal regulations.
24. Prepares and presents detailed reports on the status of ongoing projects, budget expenditures, and system performance metrics to District leadership.
25. Oversees inventory systems to track usage, minimize waste, and ensure critical materials and tools are always available.
26. Mentors less experienced plumbers and apprentices, fostering skill development and preparing them for advanced roles within the District.
27. Serves as the subject matter expert for troubleshooting complex plumbing issues, providing innovative and cost-effective solutions.
28. Ensures all plumbing activities align with environmental compliance standards, including proper handling and disposal of wastewater and chemicals.
29. Communicates regularly with school administrators and District leaders regarding plumbing needs, project updates, and long-term planning.

Compliance:
30. Performs all assigned work activities in accordance with standard procedures and protocols established by the department and District, as well as in accordance with applicable local, state, and federal regulations including, but not limited to, the Texas Administrative Code (TAC), Texas Department of Licensing and Regulation, Texas Commission on Environmental Quality (TCEQ), Texas Health and Safety Code, Texas Water Code, Americans with Disabilities Act, Occupational Safety & Health Administration (OSHA), and Environmental Protection Agency (EPA).
31. Demonstrates and maintains advanced up-to-date working knowledge and understanding of compliance standards and requirements as they relate to workplace safety, plumbing systems, water conservation, accessibility standards, hazardous material handling, wastewater management, and backflow prevention..
32. Monitors respective work activity, and the work activity of others, for variances and anomalies.
33. Identifies and timely reports any known or suspected compliance issues to appropriate personnel.
34. Assists with audits and the preparation for audits, whether initiated internally or externally, as assigned.
35. Adheres to all other District wide policies and procedures including, but not limited to, human resources, safety, and emergency protocols.

General:
36. Demonstrates support towards the District's Shared Vision, Mission, and Promise 2 Purpose.
37. Assists department leadership in the compilation of miscellaneous confidential reports.
38. Attends departmental and organizational meetings, as required.
39. Participates in continuing education programs and related activities to maintain proficient understanding and working knowledge relevant to the job function and trade.

41. Performs assigned job duties and responsibilities in accordance with established performance expectations, as well as with District policies, procedures, protocols and standard practices.
42. Demonstrates advanced working knowledge and understanding in computer systems and related programs that pertain to work order management, CAD and blueprints, inventory management, compliance and safety tracking, energy and water management, and other applications relevant to the job function.
43. Demonstrates proficient working knowledge and understanding of Microsoft Excel, Word, and Outlook, Google Workspace applications including Google Sheets, Docs, and Slides, and other related systems that pertain to the job function.
44. Performs other duties as assigned.

MINIMUM EDUCATION, EXPERIENCE & CREDENTIAL REQUIREMENTS
High school diploma or equivalent GED
Two years of experience working in a same or similar capacity; or
An equivalent combination of education and work experience
Active, In Good Standing, and Duly Licensed Master Plumber by the Texas Department of Licensing & Regulation
Valid, Active, and In Good Standing Texas Driver's License

PHYSICAL REQUIREMENTS & WORKING CONDITIONS:
This position requires prolonged periods of standing, walking, and working in various physical postures, including frequent climbing, bending, kneeling, crouching, and balancing. Regularly involves lifting, carrying, and/or moving objects weighing up to 50 lbs, as well as extensive use of arms, hands, and legs for installing, repairing, and maintaining plumbing systems and materials. Tasks may involve working in confined spaces, trenches, or elevated locations using ladders or lifts. The work environment alternates between indoor climate-controlled settings and outdoor or non-climate-controlled areas, including exposure to varying weather conditions. This role entails regular exposure to fluctuating temperatures, dust, fumes, vapors, odors, and mechanical or chemical hazards associated with plumbing systems. Strict adherence to safety protocols, including the use of Personal Protective Equipment (PPE) such as gloves, goggles, and protective clothing, is required to mitigate risks. This position may also involve frequent operation of a motor vehicle to travel between District locations as assigned.
