GIS Team Manager

The Harris County Tax Assessor-Collector's Office (HCTO) is seeking a dynamic and experienced GIS Team Manager to lead the team responsible for mapping and geospatial operations that supports voter registration and election-entity boundary management. This role is critical to ensuring fair, transparent, and accessible elections for more than 2.5 million registered voters in one of the largest and most diverse counties in the nation. Reporting to the Director of Voter Registration, the GIS Team Manager will help guide the department's GIS strategy and lead efforts to improve how data supports elections and voter services.

The Harris County Tax Assessor-Collector's Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks including:

  • Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
  • Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
  • Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county's needs.

Duties and Responsibilities:

  • Manages departmental staff by providing strategic direction, leadership, guidance, and mentorship, conducting performance evaluations, identifying training needs, and overseeing daily deliverables to ensure efficient workflow, adherence to established policies, timely service delivery, and high-quality output.
  • Reviews and verifies GIS data analysis, maps, and reports for accuracy and quality.
  • Develops and maintains comprehensive GIS workflow plans to review, update, and verify election-entity boundaries.
  • Designs and executes large-scale mapping and data projects, ensuring accuracy and timely delivery.
  • Clearly and consistently communicates community needs to the Director of Voter Registration through reports, proposals, and memos as needed.
  • Produces timely and well-researched written reports to ensure that community needs are addressed as an integral part of the broader Voter Registration Department's decision-making process.
  • Fosters collaboration with other divisions, including Policy, Communications, Community Outreach, Government Affairs, and IT, to provide mapping support and technical expertise.

Requirements:

  • Bachelor's Degree from an accredited college/university in Geographic Information Systems (GIS), Geospatial Science, Geography, or a related field with major coursework in GIS or geography; Five (5) years of experience managing a GIS Enterprise Systems, including ArcGIS Server, ArcGIS Portal, ArcSDE; and Two (2) years in a GIS supervisory or GIS managerial role overseeing a team of at least four (4) staff members.
  • OR GIS certification(s) such as Geographic Information Systems Professional (GISP) or related certification(s); Seven (7) years of experience managing a GIS Enterprise Systems including ArcGIS Server, ArcGIS Portal, ArcSDE; and Two (2) years in a GIS supervisory or GIS managerial role overseeing a team of at least four (4) staff members.
  • Expert skill using ArcGIS Pro, ArcGIS Server, ArcGIS Portal, ArcSDE, ArcGIS HUB, ArcGIS Online.
  • Proven skill in guiding, mentoring, and managing high-performing teams; ability to foster a collaborative and results-driven environment.
  • Ability to supervise staff, including setting priorities, assigning tasks, developing skills, and monitoring performance, while guiding and inspiring.
  • Strong verbal and written communication skills, with the ability to clearly convey information to all organizational levels.
  • Strong problem-solving skills, including the ability to analyze problems and recommend solutions.
  • Expertise in planning, coordinating, and managing multiple projects simultaneously, ensuring timely and successful completion of each project.
  • Strong people management skills.
  • Ability to produce detailed and accurate work.
  • Ability to meet deadlines and communicate the status of assignments.

Work Environment and Physical Demands:

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
  • This position is considered essential elections personnel and is subject to being held over or working extra shifts as needed during elections seasons.

  • Monday-Friday 7:45 am - 4:45 pm; subject to overtime and weekend
