Payroll Director

Description:

The Harris County Community Supervision and Corrections Department responsible for assisting the Human Resources Director in completing all goals and objectives in payroll and benefits processing.

Duties and Responsibilities:

  • Supervises daily operations of Human Resources Payroll Staff in the areas of payroll/benefits processing, employment verifications, HR records requests and maintenance.

  • Supervises the completion of payroll and benefits processes for the entire department; assists in processing and troubleshoots issues as necessary.

  • Exercises discretion concerning privileged and confidential information as related to the position and the Department.

  • Serves as preliminary contact between the Human Resources Director and members of the department and the public. Assists in resolving HR issues among staff, primarily related to payroll, but may include other matters.

  • Serves as primary contact with Harris County Auditors Office regarding payroll matters and regulations.

  • Serves as primary or consultant contact with Harris County Budget Management Office for budget management issues as needed and for annual budget rollover coordination; in cooperation with Finance Teams, both CSCD and Harris County.

  • Maintains oversight of the department's career ladder, step increase book and HR monthly report coordination and calculations.

  • Assists the HR Director in ensuring HCCSCD HR complies with all federal, state and local laws concerning employment and payroll matters.

  • Participates in the New Hire Academy for payroll/benefit matters and policy instruction; welcomes all new hires and engages in personal interactions for questions and concerns. Serves as backup to the HR Director as needed.

  • Primary Coordinator for Health Benefits and Retirement

  • Serves as the project lead, and has oversight of, annual enrollment for employee benefits

  • Assists in maintaining and verifying the ACA Report; coordinates annual processing of ACA Reporting per Federal regulations.

  • May participate in developing and revising the HCCSCD Human Resources Personnel Guidelines Manual.

  • Performs other duties as assigned on behalf of the Department and the Human Resources Unit; to include but not limited to conducting Exit Interviews, Employee Terminations and Payroll Instruction to all employees.

  • Participates in executive meetings as required.

  • Contributes to a positive work atmosphere by behaving and communicating in a cooperative and amicable manner with supervisors, coworkers, subordinates and the public.

Education and Experience:

  • Bachelor's degree in a related field from an accredited college or university.

    • In lieu of a degree, ten (10) years progressive experience in Human Resources.

  • Three (3) years progressive experience in Human Resources, some of which includes payroll processing/ auditing and benefits management.

  • CPP, PHR, or SHRM-CP certification.

  • One (1) or more years of experience with Harris County STARS Payroll and Processing.

  • One or more years of experience with PeopleSoft payroll.

  • City/County/State (public sector) human resources experience.

Position Type and Typical Hours of Work:

  • Regular Full-time | 40 Hours per week

  • Schedule will fall with these operational hours:

    • Monday - Thursday | 7:00 am to 7:00 pm

    • Friday | 7:00am to 5:00pm

  • While performing the duties of this job, the employee regularly works in an office setting. Occasional travel to various regions within the greater Houston area as needed.
