Supported in part by donations and retail customers, we change lives through the power of work.Position Summary:The Director of Career and Workforce Services leads strategic initiatives to drive workforce development, career services, and business engagement, ensuring alignment with organizational goals. This position manages and develops staff, oversees funding and budgetary operations, fosters community and business partnerships, and ensures continuous improvement in service delivery. The Director will work across departments to ensure effective collaboration and integrate best practices for workforce development, client success, and employer satisfaction.Essential Duties and Responsibilities:Strategic Leadership & Vision Develop and execute the strategic direction for Career Services and Workforce Development, focusing on internal and external initiatives based on workforce trends, business needs, and economic conditions.Stay informed of best practices and emerging trends in workforce development and human capital management to shape the department's vision and operations.Staff Supervision & Development Oversee the recruitment, training, and development of Workforce Development personnel, ensuring they are equipped to meet departmental goals.Supervise career service center managers and staff, providing guidance, ensuring proper staffing, and addressing disciplinary issues when necessary.Foster a culture of continuous learning and performance improvement.Funding & Budget Management Identify and pursue federal, state, and local funding opportunities, collaborating with relevant teams to prioritize funding needs.Manage the annual budget for Workforce Development, ensuring fiscal responsibility and alignment with program objectives.Oversee the timely invoicing of services rendered and ensure compliance with funding agency requirements.Partnership & Community Engagement Cultivate and maintain relationships with a wide range of stakeholders including businesses, educational institutions, government agencies, and nonprofit organizations to support workforce development goals.Collaborate with the Director of Education, Training and Vocational Rehabilitation Services to identify and establish business and community partnerships.Conduct market research and need assessments to identify business requirements and develop strategies for employer engagement.Advise employers on recruitment strategies, including job fairs, unadvertised job postings, and other hiring events hosted by Goodwill's Career Service.Operational & Program Development Update and maintain standard operating procedures (SOPs) to integrate workforce services and ensure seamless coordination with other departments such as HR, Accounting and DGR.Develop and maintain a balanced scorecard approach to track program performance and ensure objectives are met across all levels.Implement Continuous Quality Improvement (CQI) initiatives and promote the use of virtual platforms and toolkits to enhance service delivery.Revenue & Expense Oversight Monitor revenue and expense goals for each career center and grant program, ensuring compliance with budgetary constraints and financial performance standards.Client & Employer Satisfaction Create and implement customer service satisfaction metrics for all areas of Workforce Development, ensuring that services meet or exceed expectations of customers, employers, and stakeholders.Ensure programs evolve from a reactive to a proactive approach, utilizing updated performance metrics and feedback.Communicate program success stories to the Public Relations and Fund Development team to ensure proper messaging and alignment with organizational goals.Work closely with internal teams, including HR, to increase employee retention and engagement through aligned workforce services including the GoodPaths program.Compliance & Reporting Ensure all licenses, certifications, and regulatory requirements for partner organizations are up to date.Oversee the timely and accurate recording of student/customer reports for compliance with national, state, and local regulations.Comply with CARF & OSHA standards throughout all operations.Responsible for all invoices for services rendered are properly prepared and delivered to appropriate funding agencies.Responsible for the Equal Opportunity Employment efforts and must work closely with Human Resources to take standards, have all aisles and pathways to fire exits clear and free from clutter, and keep work areas neat and clean.Adheres to local, state, and federal laws and regulations.Minimum Qualifications:A bachelor's degree or a minimum of five (5) years of experience in workforce development, career services, human services, or a related field is required.Excellent written and verbal communication skills with a working knowledge of grammar usage, letter writing skills, and proofreading.Strong understanding of case management, career services, and data management systems.Must be able to demonstrate proven problem-solving and critical thinking skills with the ability to get multi-sector stakeholders to work together.Must maintain a high level of confidentiality.Ability to analyze program performance, identify areas of improvement, and implement effective solutions.Ability to analyze opportunities and problems, identify and evaluate alternatives, and develop practical approaches to address any issues.Key Performance Indicators (KPI):Meet or exceed established outputs, outcomes, and goals for the (calendar/fiscal) year.Ensure data utilization and accuracy of 90% or higher by conducting regular audits of CaseWorthy reporting.Achieve or exceed financial milestones and program goals for grants and funding initiatives.Timely and accurately submit all compliance documentation, reports, and performance reviews.Effectively manage staff development and training programs, ensuring compliance and high-quality service delivery.Execution of WFD Programs as
